How the Budget reaches your attempt: the annual cycle explained

A Budget proposal is not law, and law applicable from an assessment year is not necessarily applicable to your attempt. Both distinctions cost marks every year.

Overview

Students panic in February and study the wrong law by May. The reason is that three separate dates get collapsed into one: when a change is proposed, when it becomes law, and when it becomes examinable for you. Keeping them apart is most of what amendment management requires.

The annual cycle

  1. Proposals are announced

The Union Budget is presented and the Finance Bill is introduced. At this stage the tax proposals are exactly that — proposals. They are not law, they may be modified before enactment, and studying from Budget-day summaries is the earliest way to learn something incorrect.

    Applies from Nothing yet
  2. The Finance Act is passed

The Finance Bill is debated, may be amended, and receives assent to become the Finance Act. Only now is there a legal position to study, and it may differ from what was proposed on Budget day. This is the earliest point at which any amendment note is worth writing.

Applies from The stated effective date
  3. The provision takes effect

Each amendment carries its own effective date, and these differ within the same Act — some apply from a stated assessment year, some from a notified date, some retrospectively. Record the effective date alongside every entry on your amendment sheet, because the provision and its date are a single fact.

    Applies from Varies by provision
  4. Applicability for your attempt is fixed

ICAI announces which assessment year and which amendments are applicable to each examination, and issues statutory updates or supplementary material accordingly. This announcement, not the Finance Act itself, determines what you are examined on — and it is the only date that finally matters to you.

    Applies from Your specific attempt
  5. The scope is confirmed in practice

The Revision Test Paper for your attempt reflects the applicable position and frequently flags the amendments ICAI considers significant. Reading it against your amendment sheet is the most efficient check available that you have been studying the right law.

    Applies from Confirmation, not change

Should I study Budget proposals as soon as they are announced?

No. Proposals may change before enactment, and in any case they will not be examinable until ICAI announces their applicability to an attempt. Note that a change is coming, then wait for the Finance Act and ICAI's announcement before studying it.

Which assessment year applies to my attempt?

ICAI specifies this for each examination in its announcements and in the RTP. It is not always the most recent assessment year, which is precisely why the announcement rather than the calendar should govern your preparation.

What if an amendment is effective after ICAI's cut-off?

Then it is not examinable for your attempt, and studying it wastes time you do not have. Record it on your sheet if you expect to defer, and otherwise set it aside entirely.

These guides are study and planning aids prepared by Kartavvya, which is not affiliated with ICAI. Eligibility conditions, registration windows, fees, exam frequency and applicability cut-offs are set by ICAI and change between attempts — the New Scheme of Education and Training in particular has revised several of them. Always verify the current position on icai.org and in ICAI's announcements for your attempt before acting on anything here.
